Suspicious Activity Reporting (SAR)

In the course of their normal duties, fire and emergency personnel may observe suspicious activities, behaviors or materials relating to possible criminal or terrorist activities. This SAR reporting procedure and form provide guidance and support consistency in recognizing and reporting these potentially suspicious activities, behaviors or materials.

The procedure and form are provided as MS Word files that local departments may use them as templates within their own jurisdictions.

These resources were developed by the IAFC Terrorism & Homeland Security Committee, in coordination with the Northern Virginia Fire Chiefs.
