The State Emergency Service of Ukraine is accepting fire, rescue, hazmat, and medical equipment and supplies. However, the State Emergency Service of Ukraine’s greatest need is for ballistic vests (with both front and back protection), ballistic helmets and chemical cartridge/gas mask respirators.

To assist our members in assuring that donated equipment and supplies reach the State Emergency Service of Ukraine, the International Association of Fire Chiefs (IAFC) has collaborated with the Polish National Fire Service and the Association of the Volunteer Fire Brigades (VFB) of the Republic of Poland to establish a valid process for donated equipment transfer to the State Emergency Service of Ukraine. Through this process, agencies and organizations can work directly with the Polish VFB who will receive and route the incoming equipment donations directly to the State Emergency Service of Ukraine.

Please be aware, each agency or organization who chooses to donate equipment to the State Emergency Service of Ukraine through the Polish VFB is responsible for all costs associated with donating the equipment. This is inclusive of all packaging, shipping, fees assessed by United States (US) and Polish customs, etc.

Additionally, it is the responsibility of the donating agency or organization to assure compliance with all applicable US local, state, and federal laws that may apply to donating equipment and supplies.

Public Safety Equipment Donation Process

If you choose to donate equipment through the Polish VFB, please follow the instructions provided by the Polish VFB below:

  1. Complete list of equipment:

    In Appendix A, you can find an example of how the GENERAL LIST OF DONATED EQUIPMENT - STATE EMERGENCY SERVICE of UKRAINE.English documentation is completed.

  2. Send both completed forms via email to the Polish VFB Liaison, Colonel Jacek Borowski, at jacek.borowski@zosprp.org.pl, and please copy (cc) IAFC International Liaison Jeff Dulin at jdulin@iafc.org.

     

  3. Colonel Borowski will review the forms and contact you directly with authorization to proceed with the shipment. All donation packages must be shipped directly to the Headquarters of VFB at the address below:

**Please note that this effort is NOT for the purpose of offering firefighting assistance through consultation, advisory or direct personnel services. No request for such services has been received by the IAFC, and the IAFC is not arranging for such services.

General Humanitarian Aid Process

In addition to emergency services equipment, the people of Ukraine, which includes the families of fire and emergency services personnel who have remained in Ukraine and those who have sought refuge in other countries are in need of humanitarian aid. If your agency or organization would like to provide humanitarian supplies to Ukraine through the Polish Governmental Agency for Strategic Reserves (RARS), please see Appendix B for Instructions.
