International Association of Fire Chiefs
Fire Service Quick Incident Response Workbook for Civil Unrest and Disturbance

Recognizing the challenges that fire chiefs can suddenly find themselves in, the International Association of Fire Chiefs, Homeland Security and Terrorism Committee set out to create a Fire Service Quick Incident Response Workbook for Civil Unrest and Disturbance to help IAFC member fire chiefs prepare for and when required, better respond to periods of civil unrest. The document is simple, well thought-out and can be used by fire chiefs of large and small, career and volunteer departments.

The key to keeping our communities and responders safe is having a plan and the right relationships in place in order to facilitate a unified response of law enforcement, fire service, EMS, and emergency managers in times of civil unrest.

Fire Chief Greg Cassell was the fire chief of the Clark County (NV) Fire Department and is a member of the IAFC’s Terrorism and Homeland Security Committee.
