President Trump created a FEMA Review Council. It will hold public meetings and report back to the President within 180 days of the Council's first public meeting.
It will look at factors like:
- the adequacy of FEMA's response over the past four years
- a comparison of FEMA's responses to state, local, and private sector responses
- a discussion about the role and operation of FEMA in the federal system
- the historical background of the U.S.' disaster response, including the traditional role of the states
- an evaluation of FEMA's functions as a support agency providing supplemental federal assistance to the states
- recommended improvements to FEMA
- an analysis of the principal arguments regarding FEMA reform, including an appraisal of the merits and legality of particular reform proposals
