FEMA Issues New COVID-19 Operational Guidance: All-Hazards Incident Response and Recovery

 The Federal Emergency Management Agency (FEMA) released a new “COVID-19 Operational Guidance: All-Hazards Incident Response and Recovery” to help emergency managers and public health officials prepare for all-hazards, while recovering from COVID-19. The guidance is based on last year’s “COVID-19 Pandemic Operation Guidance for the 2020 Hurricane Season.” 

The guide provides the following information: 

  • Describes continuing challenges that COVID-19 poses for disaster operations and planning considerations to address these challenges. 

  • Outlines consideration for state, local, tribal, and territorial governments as they plan COVID-19 testing and vaccination operations. 

  • Provides updated checklists, reports, and other resources to enable emergency managers to best adapt response and recovery plans. 

  • Outlines how FEMA will adapt response and recovery operations to the risk of COVID-19, while prioritizing life safety, life sustainment, and workforce protection.
